Our Team

Sheila Scroggins, DVM

Practice Owner/Veterinarian

Dr. Scroggins is the owner of Westbay Animal Hospital. She graduated from Louisiana State University with her Doctorate of Veterinary Medicine in 1987. She opened Westbay Animal Hospital in 1993. Dr. Scroggins is a member of the American Veterinary Medical Association, Florida Veterinary Medical Association, and the Manatee County Veterinary Society. Dr. Scroggins has a golden retriever named Rafa and a cat named Roger. In her spare time, she enjoys playing tennis, golfing, fishing, and boating.


Mary Smart, DVM

Associate Veterinarian

Dr. Smart attended University of Florida College of Veterinary Medicine and graduated in 1985.  She joined Westbay Animal Hospital in 1998.  Dr. Smart is a member of MCVS and SWFVMA (local veterinary associations) and FVMA and AVMA   (state and national associations).  She now serves as the past President of the state association, the FVMA.  Dr. Smart has a soft spot for dachshunds, and has two of her own named Ray and Lily.  She also has two cats named Tigger and Tilty and a horse named Chief.   Outside of work, Dr. Smart enjoys spending time with her family and activities outdoors.


Cheryl Adams, DVM

Associate Veterinarian

Dr. Adams is originally from Baton Rouge, Louisiana but has been in the Sarasota - Bradenton area for over 20 years. Dr. Adams (originally Dr. Fisher) graduated from Louisiana State University School of Veterinary Medicine in 1996 and received a Bachelor of Science in Animal Science from Louisiana Tech University in 1992.  After graduation from veterinary school, Dr. Adams moved to Ocala, FL where she completed an equine internship and practiced on horses.  Later she moved to Sarasota and made a career switch to small animals.  Dr. Adams is a member of the AVMA and SWFMA.  Dr. Adams and her husband have a small farm where she enjoys spending time off with her family, horses, cats and a dog named Coco.

Office Manager

Pam graduated from the University of South Florida with her Bachelor of Arts Degree in Business. She has worked at Westbay Animal Hospital since 2002 and has been the office manager since 2007. Pam enjoys the challenge of overseeing the day to day management of Westbay Animal Hospital and works hard to ensure everything is in order. Aside from working at Westbay, Pam stays busy as the co-owner of Duffy’s Tavern and as a member of her husband’s motorcycle-racing pit crew. She has one dog-a boxer named Scotch.

Veterinary Technician

Ashley joined the Westbay staff in 2006.  As a Certified Veterinary Technician, Ashley strives to continue her education in the field of veterinary medicine.  Since joining Westbay, she has obtained degrees in Biology and Veterinary Technology from St. Petersburg College along with becoming a Certified Diabetes Educator and a Certified Pet Nutrition Coach.  Ashley not only has experience working at our general practice, but also has experience in emergency medicine, large animal medicine, sea turtle rehabilitation, and academia.  She enjoys all aspects of veterinary medicine, but especially loves surgical nursing, dentistry, and nutrition.  Ashley has three dogs - a pit bull named Gracie, a dachshund mix named Annie, and a Catahoula Leopard Dog named Hunter. She also has four cats named Charlie, George, Grey Kitty, and Black Kitty. When she isn't working, she enjoys spending time with her family and friends, spoiling her pets, paddle boarding, and baking.



Veterinary Technician

Emily graduated from Manatee High School in 2006 and she has worked at Westbay since 2004. She started her career working in the kennel and has continued her education to become a veterinary technician at Westbay. Emily has a cat named Peanut, and a Shih Tzu named Pepper. Her hobbies include going to the beach, shopping, and reading.              



Veterinary Technician

Matt graduated from the University of Central Florida with a Bachelor of Arts in Creative Writing in 2004 and from Nursing School in New Hampshire in 2013.  After deciding that human medicine wasn't for him, Matt started his journey with animals working as a lab tech at a spay/neuter clinic in Tallahassee where his passion for helping animals grew.  When Matt isn't working he enjoys spending time with his wife and his cats Andy Dwyer and Figr.  Matt is also known to hit the stage on open mic night to perform stand-up comedy.                                             



Veterinary Technician Assistant

Originally from Kansas City, Missouri, Melissa moved to Florida in 2011.
She has completed certifications in dog training / behavior and is working towards Vet Tech Certification.

Her favorite part of being a Westbay Team member is having the opportunity to treat each pet individually and patiently; being able to build a rapport with each client; to educate and work together to keep their dog or cat healthy and happy; and in the process, hopefully make it a little less scary when coming to the hospital.
In addition to volunteering at a local rescue group, Melissa also stays active in English Bulldog Rescue groups in both Kansas City, MO and Florida.
On her time off, she likes to run, lift weights, and spend time with her two dogs, Macy and Maddi.



Veterinary Technician Assistant / Kennel Technician/ Receptionist 

A native of Bradenton, Leah has worked with animals from a young age. Prior to joining Westbay, Leah worked with puppies and kittens as a kennel technician. After joining the Westbay team in 2021 she has acquired many new skills, including receptionist, kennel technician, and veterinary technician assistant. She has a passion for learning all aspects of the veterinary field and her goal is to make every pet happy and healthy. When she is not working, she enjoys spending her free time with her son and pets Casper, Papi, and Midnight.

Kennel Staff



Kennel Technician/Veterinary Technician Assistant

Rhiannon joined the Westbay staff in 2017.  She is a Manatee county native.  Rhiannon is working with the Southeastern Guide Dogs as a puppy raiser.  She teaches the pups house manners, obedience and social skills.  Rhiannon is currently enrolled at USF taking courses to help her achieve her goal in becoming a Guide Dog Mobility trainer and working with the visually impaired.  Along with Guide dog puppies, she has a Labrador named Marley.
